Discovered date: 28.08.2026 | Processed date: 28.08.2026
Scope: Sections 4–9; pages 1–2.
The amendment maintains the freeze on the base salary of elected officials through the end of 2030, but sets it at 106,433 CZK instead of 101,364 CZK as proposed in the main bill. At the same time, it adjusts the multipurpose travel allowances for members of Parliament based on the distance of their residence or office from the seat of Parliament to between 24 and 36 percent of the base salary, so that they better reflect actual costs. It postpones the effective date of the entire amendment from January 1, 2026, to January 1, 2027.
Proposal 1656
35 - 1656 - Michaela Šebelová
Discovered date: 28.08.2026 | Processed date: 28.08.2026
Scope: Sections 3–9; page 1.
The amendment repeals the planned five-year freeze on the base pay of government officials and retains the current automatic adjustment based on wage trends. Instead, it reduces members of parliament’s multipurpose flat-rate transportation allowances by 40%; under the new provisions, these allowances will range from 24 to 36 percent of the base salary, depending on the distance from their residence or office. The effective date of the changes is postponed from January 1, 2026, to January 1, 2027.
Proposal 1936
35 - 1936 - Zdeněk Hřib
Discovered date: 25.09.2026 | Processed date: 25.09.2026
Scope: Sections 4–27; pages 1–3.
The amendment maintains a five-year freeze on the base salary at 101,364 CZK until 2030, but introduces an additional adjustment for members of the government and members of parliamentary caucuses aligned with the government, based on the approved state budget. In the event of a high deficit, their base salary will be reduced by 15% or 30%; in the event of a low deficit or a balanced budget, it will increase by 15%; and in the event of a surplus, it will increase by 30%. The adjustment does not apply to the opposition, senators, or judges, and it does not change allowances, benefits in kind, or severance pay. The coefficient is to be announced by the Ministry of Finance, and the rules are to take effect as early as 2027.
Proposal 852
35 - 852 - Vendula Svobodová
Discovered date: 16.04.2026 | Processed date: 16.04.2026
The amendment reduces Members’ flat-rate transport allowances, which are based on the salary base. The reimbursement percentages are changed from the previous 40, 45, 50 and 60 % to 25, 28, 32 and 35 %, depending on the distance of the Member’s residence from the seat of Parliament. The aim is to limit the automatic increase in these allowances linked to the salary base and to bring them closer to real transport costs. The measure is intended to bring savings to public finances while maintaining sufficient compensation for commuting.
