[1/2] Tato část dokumentu obsahuje rozsáhlé pozměňovací návrhy k vládní novele zákona o rostlinolékařské péči a současně navrhuje změny řady dalších souvisejících zákonů v oblasti zemědělství, potravin, veterinární správy a státního dozoru. července 2026 do 31. prosince 2027.

1 písm. a), strany 2–3).

července 2026 do 31. prosince 2027 (§ 52 odst. 3, 5 a 9, § 52b odst. 4, § 60 odst. 8, strany 3–4).

Navržené související novely rozšiřují slevu na sociálním pojistném a režim sezónních prací z ovocnářství a zeleniny také na chmel a révu vinnou, zatímco alternativní návrh zahrnuje obecně zemědělství, včetně okrasných rostlin a školkařských výpěstků; zemědělský registr má rovněž evidovat širší údaje o pobytu osob, včetně doby povoleného pobytu u osob, které jej musí mít, což se přímo dotýká cizinců podléhajících pobytovému oprávnění (§ 7f, § 7g, § 23n, § 23o, § 2f odst. 3, § 6, strany 5, 7–9 a 30–31).

7, strany 5–6).

Veterinární, rybářské a ochranné předpisy doplňují krizová opatření při nákazách, včetně omezení vstupu do hospodářství s nemocnými zvířaty, umožňují kontrolu osvědčení o úlovku při dovozu a zpětném vývozu mořských produktů a vymezují osoby oprávněné k ošetření a úpravě kopyt (§ 13, § 49 odst. 1, § 53f, § 54 odst. 1, § 64e, § 26, strany 9–15).

Poslanecké návrhy dále předkládají alternativní změny lesního zákona, pravidel pro pacht státní půdy a předpisů proti odlesňování, zejména souhlas pro drobné stavby do 30 metrů od lesa, úpravu správních kompetencí a přestupků a rozšíření povinností navazujících hospodářských subjektů a obchodníků podle unijního nařízení proti odlesňování (§ 14 odst. 3, § 31, § 48, § 12, strany 16–24).

Další alternativy reformují myslivost a rybářství: stanoví regulaci invazní zvěře a siky, veřejnou evidenci uživatelů honiteb s oznamovací lhůtou 15 dnů, finanční příspěvky na management zvěře a precizují oprávnění rybářů ke vstupu na pobřežní pozemky i zákaz jejich svévolného užívání; účinnost hlavního balíčku je převážně od 1. ledna 2027, s výslovně uvedenými dřívějšími výjimkami (§ 34 odst. 3–6, § 45, § 62, § 11 odst. 8, Čl. XII, strany 15 a 32–38).

(§ 11 odst. 8 a 10, § 13 odst. 3, § 30 odst. 1)

(§ 3 odst. 1, § 6a, § 10, § 11, § 12 odst. 1–4, Čl. III Přechodné ustanovení)

Příloha tohoto zákona podrobně rozděluje příslušnost kontrolních orgánů pro komodity a výrobky spojené se skotem, palmou olejnou, kaučukem, kakaem a dřevem, zejména mezi Státní zemědělskou a potravinářskou inspekci, Ústřední kontrolní a zkušební ústav zemědělský, Českou inspekci životního prostředí, Českou obchodní inspekci a krajské hygienické stanice. (Příloha, § 4 odst. 1, strany 43–51)

Další návrhy deklarují výrobu potravin strategickým sektorem ve veřejném zájmu pro bezpečné potraviny, zabezpečení a soběstačnost, rozšiřují výjimku v pravidlech hnojení na trvalé travní porosty, ruší navržený nový § 3ha zákona o zemědělství a stanoví u opožděně vrácené dotace Fondu penále 0,4 ‰ denně, nejvýše do poloviny dlužné dotace, s šestiletou prekluzivní lhůtou pro zahájení řízení. (§ 1 odst. 2, § 9 odst. 8, § 3ha, § 11a odst. 4, Čl. III Přechodné ustanovení)

Návrh pro ochranu zemědělského půdního fondu upravuje změny souhlasů s odnětím půdy při těžbě a rekultivaci, včetně standardního limitu 20 % rekultivované plochy, a zavádí veřejnoprávní smlouvu pro určité změny nad tento limit, pokud se na ploše alespoň deset let netěžilo, rekultivované území nepřesahuje 10 ha a záměr podpoří orgán ochrany přírody; oprávněný má mimo jiné převést obci prostředky na obnovu krajiny či ochranu přírody. (§ 10 odst. 1–8, § 10a odst. 1–9)

Rozsáhlé alternativní změny rostlinolékařského zákona mají zrychlit a zprůhlednit povolování přípravků: Ústav má využívat použitelná hodnocení jiných členských států a již předložené podklady, konkrétně odůvodňovat další požadavky a vady žádosti vytknout zásadně do 30 dnů; pro úplnou žádost o souběžný obchod založenou na dřívějším posouzení se navrhuje patnáctidenní rozhodovací lhůta. (§ 33 odst. 4, § 38 odst. 2–7, § 38a odst. 3, § 53 odst. 5–6)

Tyto návrhy dále zavádějí možnost nápravy odstranitelných vad záznamů o používání přípravků do 15 pracovních dnů bez postihu, stanoví první kontrolní test nového profesionálního aplikačního zařízení nejpozději do pěti let od koupě, usnadňují obnovu osvědčení druhého a třetího stupně i distanční doplňující školení a upravují elektronické datové úložiště distributorů, včetně potvrzení přijetí, oprav jednotlivých záznamů a náhradního postupu při nedostupnosti systému. (§ 79i odst. 3–6, § 64 odst. 5–6, § 86 odst. 5, § 86a odst. 6, § 60a odst. 3–6)

(§ 14 odst. 3, 4 a 7)

(§ 88g písm. a) a b), § 88h, § 88i odst. 2)

Ministerstvo zemědělství má ve spolupráci s Ministerstvem životního prostředí vyhláškou upravit formát a obsah řádného i dodatečného poplatkového přiznání a správce poplatku musí vydat platební výměr do dvou měsíců po uplynutí lhůty pro podání přiznání. (§ 88j odst. 4 a 5)

Nový § 88m zavádí zálohy na poplatek: při celkové výši záloh do 300 000 Kč se hradí čtvrtletně po jedné čtvrtině rozhodného poplatku, nad tuto hranici měsíčně po jedné dvanáctině, vždy nejpozději do 25. dne příslušného měsíce; Státní fond životního prostředí předává Generálnímu ředitelství cel seznam dotčených poplatníků a výši jejich záloh. (§ 88m odst. 1–4)

III body 1 a 2)

IV)

Článek IV stanoví obecnou účinnost zákona od 1. ledna 2027, avšak Část druhá, týkající se změn vodního zákona a poplatku za odběr podzemní vody, nabývá účinnosti později, a to 1. dubna 2027. (Část třetí, Čl. IV)

Text je součástí návrhu zpravodaje garančního zemědělského výboru Davida Pražáka, datovaného v Praze dne 21. října 2026.

Proposals

We do not know whether the listed proposals were approved or declined.

Proposal 1317

48 - 1317 - Jana Patková

Discovered date: 06.06.2026 | Processed date: 06.06.2026

Scope: Part Eight; Sections 14–7; pages 1–4.

The amendment adds a ban on burrowing—that is, hunting game underground using dogs or digging them out for the purpose of killing them—to the amendment, and at the same time prohibits the captive breeding of red foxes for these purposes. At the same time, it repeals the existing provision of the Hunting Act that allowed the temporary keeping of foxes for the training of hunting dogs, while permits already issued are to remain valid. The proposal is justified primarily by the protection of animals from cruel treatment and the assertion that burrowing is now a marginal and replaceable hunting method. The text also includes a technical amendment to the provisions on administrative offenses, adding a new section and renumbering the remaining sections.

Proposal 1319

48 - 1319 - Jana Patková

Discovered date: 06.06.2026 | Processed date: 06.06.2026

Scope: Part One–Part Four; § 14–§ 7; pages 1–4.

The amendment extends the original amendment on plant health care to include animal protection and game management. It newly prohibits burrowing, i.e., hunting game underground using dogs or digging them out for the purpose of killing them, and at the same time prohibits the captive breeding of red foxes for these purposes; the existing option for the temporary keeping of foxes for dog training is repealed, though previously issued permits remain valid. The proposal is justified by the protection of animals from cruel treatment and the assertion that more humane methods of game management exist. In practice, this represents a significant restriction on traditional hunting practices in favor of animal welfare.

Proposal 1324

48 - 1324 - Andrej Babiš

Discovered date: 09.06.2026 | Processed date: 09.06.2026

Scope: Part Two–Part Three; § 14–§ 7; pages 1–11.

The amendment extends the amendment to the Plant Health Act to include animal welfare and game management. It prohibits burrowing, i.e., hunting game underground using dogs or digging them out for the purpose of killing them, and newly prohibits the captive breeding of red foxes with the narrow exception of cases where consent is not required under the Game Act. At the same time, the existing provision allowing the temporary keeping of foxes for the training of hunting dogs is repealed; although previously issued permits remain formally valid, such use of foxes will no longer be permitted once the law takes effect. The proposal aims to reduce the suffering of both foxes and hunting dogs and also highlights the potential benefits for natural pest control in the countryside.

Proposal 1325

48 - 1325 - Jiří Pospíšil

Discovered date: 09.06.2026 | Processed date: 09.06.2026

Scope: Part Two–Part Five; § 14–§ 35; pages 1–5.

The amendment modifies the Hunting Act by repealing the authority of gamekeepers to kill stray dogs and cats in hunting grounds; the original provision is therefore deleted. At the same time, the related provisions are amended so that the reporting obligation following killing now applies only to feral domestic animals and marked animals from farm breeding, and the relevant sections of the Act are renumbered. The proposal also narrows the authority of the gamekeeper, who will no longer be permitted to kill dogs, cats, and feral domestic animals. The main objective is to strengthen the protection of domestic animals and limit disproportionate interventions by gamekeepers against dogs and cats.

Proposal 1382

48 - 1382 - Jana Patková

Discovered date: 13.06.2026 | Processed date: 13.06.2026

Scope: Part Eight; Sections 7–24a; pages 1–17.

The amendment adds a ban on burrowing—that is, hunting game underground using dogs or digging them out for the purpose of killing them—to the amendment, and at the same time prohibits the captive breeding of red foxes for the training of hunting dogs, with limited exceptions. At the same time, it repeals the existing provision of the Hunting Act that permitted such temporary keeping of foxes, while leaving previously issued permits in effect. The bill also expands the list of offenses for which an expert opinion from the regional veterinary administration is not required, now including a ban on tethering dogs in the home. The main goal is to strengthen animal protection and, according to the sponsors, replace cruel hunting practices with more humane methods of wildlife management.

Proposal 1383

48 - 1383 - Jana Patková

Discovered date: 13.06.2026 | Processed date: 13.06.2026

Scope: Part One–Part Four; § 14–§ 7; pages 1–16.

The amendment expands the government’s bill to include a ban on burrowing, i.e., hunting game underground using dogs or digging them out for the purpose of killing them. At the same time, it prohibits the captive breeding of red foxes for the training of hunting dogs, while repealing the existing special permit regime for the temporary keeping of foxes and maintaining the validity of previously issued permits. The main objective is to strengthen the protection of animals against cruel treatment; the explanatory memorandum highlights the suffering of both foxes and dogs and asserts that this method can be replaced by other means of population control. The proposal also includes amendments to the Act on the Protection of Animals Against Cruelty and the Act on Hunting.

Proposal 1737

48 - 1737 - Petr Bendl

Discovered date: 11.09.2026 | Processed date: 11.09.2026

Scope: Section 6; pages 1–3.

The proposed amendments expand the ability of agricultural entrepreneurs to use seasonal work agreements with a limit of up to 1,280 hours. This provision will now apply to organic growers of fruits, vegetables, and specialty herbs who receive organic farming subsidies, as well as to registered organic growers who do not receive such subsidies. Eligibility is contingent upon verifiable cultivation of the specified crops, land records, and—for farmers not receiving subsidies—year-round organic registration; the goal is to cover seasonal manual labor and limit the opportunistic use of the exemption.

Proposal 2041

48 - 2041 - Petr Bendl

Discovered date: 20.10.2026 | Processed date: 20.10.2026

Scope: § 6–§ 6; pages 1–4.

The bill expands the possibility of entering into seasonal work agreements up to 1,280 hours for growers of fruit, vegetables, grapes, and nursery plants, particularly for organic growers of fruit, vegetables, and specialty herbs. Organic growers are to be eligible even without receiving subsidies, provided they were properly registered for the entire previous year and actually cultivated the crops. The proposal does not change subsidies, insurance premiums, or taxation, and compliance with the conditions is to be verifiable in the relevant records. The document also outlines options for exempting selected unusable parcels of land from property tax.

Proposal 2054

48 - 2054 - David Pražák

Discovered date: 21.10.2026 | Processed date: 21.10.2026
The bill amends the rules governing hunting and animal protection, particularly with regard to the control of invasive species, such as the sika deer and the wild boar. It expands the permitted methods of hunting and trapping, including nighttime hunting, trapping nets, and selected optical or lighting devices, while maintaining animal welfare requirements. It establishes a public registry of hunting ground users and tightens their reporting requirements; it also regulates support for hunting and the authorities’ powers regarding the reduction of game populations.

Sika Dybowského i sika japonský se nemají zahrnovat do oblastí chovu; myslivecká stráž i myslivecký hospodář získávají výslovné oprávnění siku lovit a ve stanovené době ji lze lovit bez omezení pohlaví, bez plánu a jeho projednání (§ 3 odst. 3, § 14 odst. 1, § 35 odst. 4, § 36 odst. 5). Orgán státní správy myslivosti bude moci po změně prováděcí vyhlášky upravit minimální a normované stavy i bez návrhu, přičemž uživatel honitby musí nově předkládat měsíční písemná hlášení o plnění plánu do pátého dne následujícího měsíce; dosavadní možnost odlišné dohody se ruší (§ 31 odst. 5, § 36 odst. 4).

III).

Návrh rozšiřuje a upravuje způsoby regulace zvěře: připouští lov prasete divokého do síťových odchytových zařízení, noční lov siky s vhodnou optikou s přísvitem, lov u slanisek, zkrácení zakázané vzdálenosti pro čekanou od sousední honitby z 200 na 100 metrů s možností písemné dohody a širší společný lov danělů, daňčat, srn, srnčat, prasat divokých a siky (§ 45 odst. 1). Ministerstvo zemědělství a kraje mají vydávat opatření obecné povahy ke snížení početnosti zvláště chráněné zvěře, pokud ochrana přírody povolila výjimku k jejímu lovu, a mohou v takovém režimu povolit výjimky z vybraných zákazů lovu (§ 39 odst. 2, § 45 odst. 2, § 58 odst. 2, § 59 odst. 2).

1–8). V zákoně na ochranu zvířat proti týrání se návazně rozšiřují výjimky pro zákonné způsoby lovu a výslovně se zohledňuje lov prasete divokého do odchytových síťových zařízení, aby regulace invazních druhů a prasat odpovídala novelizovaným pravidlům myslivosti (§ 14 odst. 3, 4 a 7).

[2/3] Rozsah: § 68–§ 14; strany 32–33.

Nově se stanoví obecnější výjimka: zákazy použití poloautomatické či automatické zbraně s větším zásobníkem, nočního nebo elektronického hledí a umělého osvětlení se neuplatní při lovu zvěře a usmrcování živočichů vyžadujících regulaci, jsou-li splněny podmínky jiného právního předpisu (§ 14 odst. 1 písm. g), h) a l), odst. 3).

Dosavadní pravidlo pro regulaci nepůvodních a unijně invazních druhů zůstává zachováno: lze se odchýlit od vybraných zákazů včetně odchytu sítěmi a smyčkami, pouze pokud opatření cíleně dopadá na určený druh a nepůsobí utrpení jiným zvířatům (§ 14 odst. 4).

Výslovně se rozšiřuje výjimka ze zákazu odchytu do sítí o lov prasete divokého do odchytových síťových zařízení; ostatní výjimky nadále zahrnují například zazvěřování honiteb, návrat zvířat do přírody, výzkum, odchyt toulavých či handicapovaných zvířat a vybrané odchyty ryb (§ 14 odst. 7).

Úsek současně zachovává povinnost provozovat odchytová zařízení bez týrání odchycených zvířat, zákaz odchytu původních volně žijících druhů pro farmový, zájmový či domestikační chov s vyjmenovanými výjimkami a možnost využívat lovecké dravce k ochraně letišť, městských aglomerací a jiných objektů při dodržení zvláštních předpisů (§ 14 odst. 6, 8–10).

[3/3] Rozsah: neuveden.

1 písm. a), f), j) a l)).

Z tohoto zákazu jsou výslovně vyňaty odchyt a chov loveckých dravců, pokud odpovídají zákonu o ochraně přírody a krajiny a předpisům o obchodování s ohroženými druhy (odst. 8).

Pro ochranu letišť, městských aglomerací a jiných objektů lze využívat lovecké dravce, avšak pouze v souladu se zvláštními právními předpisy (odst. 9).

Pravidla zákona o ochraně volně žijících zvířat nijak nenahrazují ani neomezují zvláštní právní úpravu ochrany přírody a krajiny; ta zůstává pro dotčené postupy plně použitelná (odst. 10).

Scope: Sections 33–38a; pages 1–6.

The proposed amendment simplifies and clarifies the procedure for the mutual recognition of authorizations for plant protection products from other EU Member States. The Institute must utilize applicable foreign documentation, justify requests for additional studies or translations, and issue a comprehensive request to remedy deficiencies in the application within 30 days; it may not repeat requirements that have already been met without cause. In the event of a change in the authorization holder, the product shall not be re-evaluated unless the relevant circumstances have changed, provided that the protection of human health and the environment remains ensured. The effective date is changing from a uniform date of January 1, 2027, to this date with exceptions; the new authorization rules will take effect on the first January 1 or July 1 following six months after their publication.

Proposal 2072

48 - 2072 - Marian Jurečka

Discovered date: 21.10.2026 | Processed date: 21.10.2026

Scope: Section 53; pages 1–7.

The proposed amendment simplifies the authorization process for parallel imports of plant protection products, provided that the Institute has already assessed the identity of the same products and the conditions have not changed. For complete, straightforward applications, the Institute must make a decision within 15 business days; if additional documentation is required, the procedure under the European regulation will apply. Previous assessments may also be used in proceedings already underway, but the shortened deadline applies only to new applications. The effective date of these changes is being moved from the fixed date of January 1, 2027, to the nearest January 1 or July 1 following six months after the law’s promulgation.

Proposal 2073

48 - 2073 - Marian Jurečka

Discovered date: 21.10.2026 | Processed date: 21.10.2026

Scope: Sections 37–54d; pages 1–7.

The proposed amendment facilitates the extension of authorizations for plant protection products for minor uses, particularly for less common crops. The Institute will be able to use appropriate studies and assessments from other Member States or for comparable crops without compromising safety requirements or data protection. For identical applications, it will not be necessary to resubmit documentation that the Institute already has; the rules will also apply to previously submitted applications during further processing. The general effective date of the amendment is changing from the fixed date of January 1, 2027, to this date with exceptions, whereby the new rules will take effect on the first January 1 or July 1 following six months after the law’s promulgation.

Proposal 2074

48 - 2074 - Marian Jurečka

Discovered date: 21.10.2026 | Processed date: 21.10.2026

Scope: Section 79; pages 1–7.

The amendment regulates the reimbursement of the Institute’s costs in connection with the mutual recognition of product authorizations, parallel trade, and minor uses. The rates are not to include unnecessary duplication of existing evaluations, and the applicant must receive a breakdown of costs and information on other chargeable activities in advance, except in cases of urgent protection of public health or the environment. Work already in progress will remain subject to the current fee schedule; the new rules will take effect no sooner than six months after their publication, while the effective date of the Act is changed from the blanket date of January 1, 2027, to a date subject to exceptions.

Proposal 2075

48 - 2075 - Marian Jurečka

Discovered date: 21.10.2026 | Processed date: 21.10.2026

Scope: § 79i–§ 79; pages 1–5.

The amendment introduces the possibility of correcting correctable errors in the records of plant protection product use within 15 business days of a request from the Institute. If the original data are verifiable and do not involve concealment, intentional misrepresentation, obstruction of an inspection, violation of conditions of use, or repeated misconduct, liability for a record-keeping violation ceases upon correction. Corrections must be traceable; however, the new obligation to maintain a history of corrections does not apply retroactively to corrections made previously; this more favorable regime will also apply to cases that have not yet been finally resolved. The effective date of these rules is being changed from the fixed date of January 1, 2027, to the nearest January 1 or July 1 following the expiration of 30 days from the promulgation of the law.

Proposal 2077

48 - 2077 - Marian Jurečka

Discovered date: 21.10.2026 | Processed date: 21.10.2026

Scope: Sections 4–64; pages 1–6.

The amendment extends the first mandatory inspection of new, previously unused professional equipment for the application of products from three to a maximum of five years from the date of purchase. This also applies to certain previously purchased, as-yet-untested equipment; however, the period does not start over, and subsequent inspections or inspections following repairs are not extended. The owner must provide proof of the equipment’s new condition and date of purchase; a change of ownership or the buyout of a lease does not trigger a new deadline. The law otherwise takes effect on January 1, 2027, while this amendment is to take effect on the nearest January 1 or July 1 following 30 days from its promulgation.

Proposal 2079

Scope: Sections 86–88; pages 1–9.

The proposed amendment changes the current rule, under which holders of an expired second- or third-level certificate were required to retake the entire basic course. If they apply within 12 months, supplementary training and an exam will suffice; however, the application itself does not reinstate their authorization to practice. It also allows for the theoretical portion of the supplementary training to be completed remotely, provided that identity and attendance are verified. It establishes transitional rules and the earlier, separate effective dates for these changes.

Proposal 2081

Discovered date: 21.10.2026 | Processed date: 21.10.2026

Scope: § 60–§ 60a; pages 1–6.

The amendment regulates the electronic submission of data by distributors of plant protection products to the national data repository. The Ministry must enable direct submission without requiring the use of specific software, confirm receipt, allow for corrections to individual records, and provide timely notice of technical changes. In the event of a repository outage, data may be submitted within five business days after the system is restored; previously submitted data need not be resubmitted. The effective date is being changed from a uniform date of January 1, 2027, to specific dates so that the government can prepare the system and users have at least nine months to adapt.

Proposal 2082

Discovered date: 21.10.2026 | Processed date: 21.10.2026

Scope: § 60–§ 5; pages 1–6.

The amendment simplifies record-keeping regarding the use of plant protection products for farmers without compromising oversight of the actual doses used and application conditions. It allows for a varying number of decimal places, does not require the start time of application or the crop’s growth stage unless such information is necessary or mandated by EU law, and permits a descriptive, general record of the measure’s effectiveness. Previous records do not need to be rewritten, and conflicting requirements of the decree shall not apply. The effective date of these changes is being changed from the fixed date of January 1, 2027, to the nearest January 1 or July 1 following the expiration of six months from the enactment of the law.

The proposed amendment adds an amendment to the Water Act to the amendment to the Plant Protection Act, effective April 1, 2027. The fee for groundwater extraction is increased from 2 CZK or 3 CZK to a uniform rate of 7 CZK per m³ to protect groundwater resources and limit their excessive use. The revenue will now be allocated as follows: one-seventh to the State Environmental Fund and six-sevenths to the Ministry of Agriculture for water management; the regions are no longer entitled to a share. Advance payments for the fee, payable quarterly or monthly, are being introduced, along with transitional rules for the years 2027 through 2029.

The amendment extends the range of agricultural entrepreneurs who can use seasonal labour agreements for up to 1 280 hours per year for harvesting fruit and vegetables. Organic farmers who receive subsidies for organic farming, as well as those who are registered in the organic farming system but do not receive subsidies, will now also benefit from this option. The aim is to remove the inequality whereby these farmers were excluded simply for not meeting the minimum area or not drawing production subsidies. The change has no impact on the state budget and makes use of existing registrations.

The amendment modifies the Forestry Act and related regulations in order to reduce the administrative burden and clarify certain procedures of the state forest administration. It introduces the obligation to obtain the consent of the state forest administration authority for small constructions up to 30 m from the forest edge and newly stipulates that certain exemptions (e.g. the size of clear-cutting or reforestation periods) will be granted in an administrative procedure with the possibility of appeal. It removes the prohibition on damaging groomed ski trails in the forest, as well as a planned rule that would have required the Department to set a minimum amount of dead timber in forests. It also regulates the competences of authorities, offences, qualification requirements for officials and certain subsidy and registration mechanisms in forestry.

The amendment amends the Hunting Act and abolishes the authorisation of the hunting guard and the hunting manager to kill stray dogs and cats in hunting grounds that chase game at a distance of more than 200 m from a dwelling. This power is removed from the Act and only the ability to kill animals requiring control or feral farm or farm animals remains. At the same time, the notification requirement is modified - only the killing of feral farm or farmed animals, not dogs or cats, will require notification to the owner. The aim is to strengthen the protection of domestic animals and to reduce the number of cases where they are shot by game wardens.

The amendment modifies the Forest Act and related regulations in order to simplify administration and clarify the powers of state forest administration bodies. It introduces the obligation to obtain the consent of the state forest administration authority for small constructions up to 30 m from the forest edge and unifies the granting of certain exemptions (e.g. the size of the clear-cut or forest regeneration periods) in the standard administrative procedure instead of the current non-administrative procedure. The qualification requirements for forestry officials are simplified and a transitional period for gaining experience is introduced. The proposal also abolishes the planned obligation to set a minimum quantity of dead wood in forests and regulates certain offences, the competences of the authorities and the promotion of afforestation.

The amendment amends the Forest Act and regulates the rules of forest management and the exercise of state administration. It introduces the obligation to obtain the consent of the state forest administration authority for small constructions up to 30 m from the forest edge and stipulates that certain exceptions (e.g. the size of clear-cutting or forest regeneration periods) will now be granted in an administrative procedure with the possibility of appeal. It simplifies definitions, changes the qualification requirements for forestry officials and temporarily allows their replacement by experience until 2031. It also regulates offences, abolishes the supreme state supervision of the Ministry of Environment and restores the authority of the Military Police to deal with certain forest offences.

The amendment modifies the Hunting Act and the Animal Protection Act in response to the classification of the Sika deer as an invasive non-indigenous species in the EU. It introduces rules to enable its intensive regulation by hunting, extends the powers of game wardens and game managers, allows night hunting with modern optics and simplifies some hunting procedures (e.g. reducing the minimum hunting distance from hunting ground boundaries from 200 to 100 metres). At the same time, the conditions for fee hunting and the procedures of the state administration in case of changes in game numbers in hunting grounds are modified. The proposal also newly regulates the system of financial contributions and state services to support hunting management.

The amendment introduces a ban on hunting game underground using dogs (so-called nooring) and explicitly includes it among the prohibited methods of killing wild animals under the Act on the Protection of Animals against Cruelty. At the same time, it prohibits the captive breeding of red foxes for the purpose of training hunting dogs and repeals the previous provision of the Hunting Act which allowed such temporary possession of foxes on the basis of a permit from the authorities. Existing permits previously issued for the temporary keeping of foxes remain in force under a transitional provision. The amendments aim to reduce inhumane practices in hunting and training dogs and to strengthen animal protection.

The amendment calls for the retention of the entire provision of Section 50 of the Forestry Act, which regulates the supreme state supervision in the field of forestry. It rejects the proposal to delete it because it would weaken the supervisory role of the Ministry of the Environment and upset the balance between the productive and protective functions of the forest. According to the reasoning, this is an unsystematic change which is not related to the amendment on plant health care under discussion and interferes with the competences of the ministries. The aim is to maintain the existing state supervision of forest protection.

The amendment calls for the retention of amendment point 109 of Act No. 250/2025 Coll., and thus of Section 33(8) of the Forestry Act. This provision encourages leaving some of the wood in the forest for natural decomposition, which improves the soil, reduces erosion and promotes biodiversity. The proposal highlights that this is a long-established forestry practice and there is agreement between the ministries on the future issuance of an implementing decree. The aim is to avoid the deletion of this provision from the legislation.

The amendment amends the Act on the Protection of the Agricultural Land Fund and regulates the rules for changes to the consent for the withdrawal of agricultural land, particularly in connection with mineral extraction and land reclamation. It now allows, in exceptional cases, to exceed the current limit of 20% of the reclaimed area if the area is to be protected as a specially protected area or a significant landscape feature. It also introduces the new institution of a public law contract, which allows the reclamation plan for smaller quarries (up to 10 ha) to be amended in favour of the protection of the natural values created, while part of the funds must be transferred to the municipality for landscape restoration. At the same time, the rules on registration, the validity of the consent and the cases in which no levy is payable for land withdrawal are clarified.

The amendment modifies the Hunting Act and the Act on the Protection of Animals against Cruelty, mainly due to the inclusion of the Sika deer on the EU list of invasive non-native species. It introduces rules to allow for more intensive regulation of this species - e.g. extending the powers of game wardens and farmers to hunt it, allowing night hunting with equipment and removing some administrative obstacles. At the same time, it changes some hunting conditions (e.g. shortens the minimum distance from the hunting area boundary from 200 to 100 metres and relaxes the rules on fee hunting). It also extends the system of state support for hunting, clarifies the provision of financial contributions and aligns hunting rules with animal protection regulations.
