Document 213 - Amendment to the Act on Certain Measures in Connection with the Armed Conflict – Ukraine - EU

Published date: 03.06.2026 |Processed date: 03.06.2026 |Session 10 |Submitters: Vláda
The proposal significantly tightens the rules on temporary protection, asylum and residence of foreigners, especially those from Ukraine, and strengthens the security powers of the state and specialised judicial review. It changes the conditions for humanitarian benefits, health insurance and some school rules, and makes them more closely linked to actual residence, activity and compliance with obligations. It also introduces the obligation to register some vehicles with Ukrainian plates and a ban on driving them for selected persons after a transitional period, along with new sanctions. At the same time, penalties for smuggling and related illegal migration are being toughened; most of the changes are to apply from 2027, while some of the social and transport measures are to apply from 2028.

Document 212 - Written interpellation by M. Výborný to M. Šebestyán concerning the threat to cybersecurity

Published date: 02.06.2026 |Processed date: 02.06.2026 |Session 10
The document contains a written interpellation by MP Mark Výborný and a reply by the Minister of Agriculture on the reorganisation of cyber security at the Ministry of Agriculture. The MP argues that the subordination of the Cyber Security Unit to the ICT Section threatens the independence of control and may contravene the Security Measures Decree. The Minister rejects this, stating that the role of the cyber security manager has remained separate from the operation of technical assets, the change is lawful and its appropriateness is to be examined by a planned audit. The document thus resolves the dispute over the legality and appropriateness of the organisational change in the state’s cyber security.

Published date: 01.06.2026 |Processed date: 01.06.2026 |Session 10 |Submitters: Vláda
The proposal introduces into Czech law EU rules for a more balanced representation of women and men in the management bodies of large listed companies. The Czech National Bank is given supervisory and monitoring tasks and penalties for breaches. At the same time, judicial protection of candidates is strengthened by amending the Anti-Discrimination Act and the Code of Civil Procedure.

Document 209 - Written interpellation by J. Lipavský to A. Babiš concerning the state's strategic communication and the reasons for its abolition by the government led by Andrej Babiš as of 1 January 2026

Published date: 29.05.2026 |Processed date: 29.05.2026 |Session 10
The document contains an interpellation by MEP Jan Lipavský and a response by Prime Minister Andrej Babiš on the abolition of the Strategic Communication Department of the State as of 1 January 2026. The MEP asks for an explanation of the legal, organisational and security reasons for the abolition and information on who is now in charge of the new agenda. The Prime Minister states that the department did not have a formal place in the state’s security architecture, its abolition was an internal managerial decision and the coordination of crisis communication is handled by other state mechanisms and individual ministries. According to the reply, this was not intended to undermine international cooperation or the fulfilment of commitments to the EU and NATO.

Document 208 - Amendment to the Act on the Protection of Health from the Harmful Effects of Addictive Substances

Published date: 29.05.2026 |Processed date: 29.05.2026 |Session 10 |Submitters: Štěpán Slovák, Martin Kupka, Karel Haas, Renáta Zajíčková, Zdenka Němečková Crkvenjaš, Petr Sokol, Lucie Bartošová, Martin Baxa, Petr Bendl
The Bill amends the Substance Misuse Act to better align with wider addiction policy. It replaces the existing notion of a national drug strategy with a new notion aimed at preventing and reducing the harms associated with addictive behaviour. The fundamental change is that it will no longer be possible to simply establish an advisory body to the government, but that the government will have to make it mandatory. At the same time, the role of the Government Office in the professional, organisational and technical provision of this coordination is explicitly enshrined.

Document 207 - Amendment to the Criminal Code - EU

Published date: 28.05.2026 |Processed date: 28.05.2026 |Session 10 |Submitters: Vláda
The proposal extensively tightens criminal protection of the environment and transposes EU Directive 2024/1203 into Czech law. It introduces new criminal offences for serious ecological damage, illegal handling of waste, mercury and other hazardous substances, spreading invasive species or violation of EIA rules, while also increasing penalties for gross negligence. Another important change is the rule that permits obtained by fraud, corruption or in violation of the law are not taken into account. At the same time, the amendment modifies the Criminal Procedure Code and the powers of the security authorities to control and sanction such acts.

Document 206 - Amendment to the Act on Public Procurement

Published date: 28.05.2026 |Processed date: 28.05.2026 |Session 10 |Submitters: Vít Rakušan, Karel Dvořák, Lukáš Vlček
The amendment fundamentally changes the review of public procurement before the Office of Public Procurement to make it faster, stricter and more predictable. It introduces single-instance decision-making without appeal, tightens the conditions of the proposal, strengthens electronic submissions and changes the blocking of the conclusion of the contract so that it now lasts until the decision becomes final if the legal conditions are met. At the same time, it significantly increases the court fee for a lawsuit from CZK 3 000 to CZK 50 000, modifies bail bonds and speeds up judicial review. The functioning of the Office is also changing, including commission-based decision-making and more transparent selection of its management.

Document 204 - Written interpellation by O. Richterová to A. Babiš concerning the use of a municipal apartment by Minister for Regional Development Zuzana Mrázová and the proposal for her dismissal

Published date: 26.05.2026 |Processed date: 26.05.2026 |Session 10
The document contains a written interpellation from MP Olga Richterová to the Prime Minister regarding the use of a municipal apartment by Minister Zuzana Mrázová at a preferential rent and a call for her dismissal. In his response, the prime minister denies wrongdoing, saying that the apartment was allocated in a standard way according to the rules of the city of Bílina, there was no conflict of interest and he sees no reason to dismiss the minister. He also states that the minister has already returned the apartment to the city.

Document 201 - Amendment to the Act on Radio and Television Licence Fees

Published date: 25.05.2026 |Processed date: 25.05.2026 |Session 10 |Submitters: Patrik Nacher, Tomio Okamura, Taťána Malá, Radim Fiala, Filip Turek, Barbora Rázga, Martin Kolovratník
The proposal changes the rules on radio and television fees and significantly expands the range of persons and entities that will not pay them. People over 75 years of age, holders of TP, ZTP and ZTP/P cards, dependent children and some providers of social and health services are to be exempted from the fees; at the same time, the non-payment threshold for entrepreneurs and legal entities is increased from 24 to 50 employees and the band for 25 to 49 employees is abolished. The proposal also amends the registration and penalty rules so that newly exempt persons and smaller entities do not have to register unnecessarily or are not penalised. The document also mentions foreigners marginally during registration and among the existing exemptions, but does not fundamentally change their regime. The law also contains provisions relating to foreigners and their rights or obligations.
