Scope: Part One–Part Three; § 620–§ 2943; pages 1–25.
The bill implements the EU directive and modernizes liability for damages caused by defective products, effective December 9, 2026. Protection for individuals is extended to software, digital production files, related digital services, and the loss or damage of non-professional data. In addition to the manufacturer, component manufacturers, importers, representatives, distributors, or certain online platforms may also be liable for damages, particularly if the manufacturer established in the EU cannot be traced. Claims are facilitated by presumptions of evidence; the ten-year statute of limitations is abolished and generally replaced by a ten-year period of extinction of rights, which extends to 25 years in cases of health damage that manifests later.

Scope: Part One–Part Four; § 468–§ 119c; pages 1–18.
The bill regulates public guardianship so that municipalities can more effectively provide it to individuals who need support in legal matters. It allows this responsibility to be transferred in its entirety to another municipality or association of municipalities through a public-law agreement and provides for the automatic transfer of guardianship even for individuals who have already been appointed wards. In exceptional cases, the court will be able to designate another suitable municipality if the municipality where the ward resides is unable to perform its duties properly; the consent of the municipality or association of municipalities is not required. Municipalities or regional authorities must notify the court and the ward of the transfer in a manner appropriate to the ward’s health condition; the proposed effective date is July 1, 2027.

The proposal modernizes vehicle registration and technical inspection: it expands electronic submissions via the Transportation Portal, the delivery of documents to pickup locations, and the transfer or reservation of license plates. It introduces automatic deregistration of certain vehicles, tightens rules on roadworthiness, Euro 7 emissions, VINs, and off-road mobile machinery, including steep penalties. It modifies fees and the road tax and also adjusts procedures for individuals without permanent residence in the Czech Republic when applying for a driver’s license; most provisions take effect on July 1, 2027. The law also contains provisions concerning foreign nationals and their rights and obligations.
The amendment repeals the planned five-year freeze on the base pay of government officials and retains the current automatic adjustment based on wage trends. Instead, it reduces members of parliament’s multipurpose flat-rate transportation allowances by 40%; under the new provisions, these allowances will range from 24 to 36 percent of the base salary, depending on the distance from their residence or office. The effective date of the changes is postponed from January 1, 2026, to January 1, 2027.
The amendment maintains the freeze on the base salary of elected officials through the end of 2030, but sets it at 106,433 CZK instead of 101,364 CZK as proposed in the main bill. At the same time, it adjusts the multipurpose travel allowances for members of Parliament based on the distance of their residence or office from the seat of Parliament to between 24 and 36 percent of the base salary, so that they better reflect actual costs. It postpones the effective date of the entire amendment from January 1, 2026, to January 1, 2027.

The written interpellation concerns the exclusion of six children’s group projects from EU funding due to a potential conflict of interest involving former Ministry of Labor and Social Affairs (MPSV) employee Alexandra Semancová. On April 28, 2026, the Ministry of Labor and Social Affairs (MPSV) excluded four projects from the National Recovery Plan and two projects from the Employment Plus program; according to the ministry, their exclusion does not necessarily mean a loss of European funds. Further funding, potential recovery of funds, and liability for any damages will be assessed through a legal analysis. The ministry is preparing new internal regulations on conflicts of interest; Semancová’s employment ended on April 14, 2026.

The parliamentary question asks about the impacts of extending the Chat Control 1.0 regime on privacy, encryption, digital companies, and user trust. The minister states that the Ministry of Industry and Trade (MPO) helped coordinate the Czech position and that the regime does not introduce mandatory monitoring but allows service providers to conduct voluntary detection. The provisional EU regulation is in effect until April 2028; it excludes communications protected by end-to-end encryption and limits detection primarily to known child abuse material and user reports. The Czech Republic wants to protect strong encryption, privacy, and the digital economy, and intends to assess any potential permanent regulation on a case-by-case basis.

He considers the response to have been addressed, noting that face-to-face discussions will continue.

MP Petr Hladík questions the Minister of the Environment regarding the competitive selection process in which Pavel Straka was appointed director of the Czech Environmental Inspectorate, and requests his resume, management plan, and the commission’s minutes. The minister refuses to provide the requested documents because, under the Civil Service Act and the Administrative Procedure Code, the selection process file is protected, and unauthorized persons do not have access to its contents. He notes, however, that the director’s professional resume, to the extent relevant to his public office, is published on the Inspectorate’s website.
