Government Opinion on Print 250/0

Additional document 1 to document 250: Act on Standardization
Processed date: 28.07.2026 |Session 10
Additional document 1st reading

Scope: pages 1–4.

The government takes a neutral stance on the parliamentary bill on standardization but recommends that it undergo significant further revision. It appreciates the effort to create a modern framework for standardization, but at the same time points out the insufficiently justified financial impacts, ambiguities surrounding the transformation of the Czech Standardization Agency into a public-law legal entity, and the need to clarify its management and the oversight of public finances. It also takes a critical view of the proposed abolition of the Hallmarking Office, particularly with regard to its connection to standardization, the transfer of its responsibilities, and the regulation of fees and the import of precious metals. The document also calls for a technical legislative review of the bill, including provisions on administrative offenses, terminology, and transitional provisions.

Government Opinion on Print No. 248/0

Additional document 1 to document 248: Amendment to the Income Taxes Act
Processed date: 28.07.2026 |Session 10
Additional document 1st reading

Scope: pages 1–4.

This is the government’s dissenting opinion on a parliamentary bill proposing changes to the rules governing retirement savings. The government argues that the bill overlaps with a government amendment currently being drafted, haphazardly conflates supplemental pension savings with long-term investment products, and introduces state support without sufficient oversight and record-keeping. It also criticizes the mandatory employer contribution of at least 500 CZK per month as a significant financial and administrative burden, particularly for small businesses and the public sector. According to the government, the proposal also fails to adequately address equal treatment, the relationship to contributions for hazardous work, penalties, and the impact on budgets.

Government Opinion on Print No. 244/0

Additional document 1 to document 244: Amendment to the Act on Income Taxes
Processed date: 28.07.2026 |Session 10
Additional document 1st reading

Scope: pages 1–4.

The government has taken a negative stance on the parliamentary bill. It rejects the elimination of the spousal tax deduction and its replacement with a higher tax credit for children under 3 years of age, arguing that these are two distinct support mechanisms that are often confused in a non-systematic manner. It states that the proposal is not well-targeted toward low-income households or single parents, does not sufficiently take into account existing support for people with disabilities, and does not incentivize the other parent to return to work. At the same time, it lacks an analysis of the impacts on various types of families, and according to the government’s estimate, it would have a negative impact on public budgets.

Government Opinion on Print No. 243/0

Additional document 1 to document 243: Amendment to the Act on Retail Sales Hours
Processed date: 28.07.2026 |Session 10
Additional document 1st reading

Scope: pages 1–2.

The government has taken a negative stance on the parliamentary proposal to extend the ban on sales in larger stores to include additional holidays. It states that the current regulation, in place since 2016, represents a stable compromise between the protection of employees and families, freedom of enterprise, and consumer interests, and that any such change should result from a broader expert and political debate. It also criticizes the insufficient assessment of the proposal’s impact on sales, employees, and consumers, and warns against restricting competition by giving certain stores an unfair advantage.

The amendment primarily introduces new rules for products, materials, chemicals, and equipment that come into contact with drinking water, to ensure they do not pose a health risk and comply with new EU regulations. Document 1st reading Government Bill

Scope: Part One–Part Four; § 1–§ 14; pages 1–20.

At the same time, the Act expands and clarifies the powers of the Office and the inspectorates, particularly with regard to oversight, the administration of digital information systems, and the adjudication of cadastral violations. The territorial jurisdiction of the inspectorates is also changing, as the Vysočina Region is transferring from Brno to České Budějovice, and the names and annexes of the Act are being amended. Document 271 - Written interpellation by Zdeněk Hřib to Alena Schillerová concerning the impact of the amendment to the VAT Act on the financing of public transport

Published date: 27.07.2026 |Processed date: 27.07.2026 |Session 10
Document Unknown Written Interpellation

Scope: Section 112; pages 1–6.

This is a written interpellation regarding the impact of the amendment to the VAT Act on the financing of public transportation. The member of parliament points out that, starting in 2028, compensation paid to transportation providers will be newly classified as a transaction subject to VAT, which, in his view, could significantly increase the cost of operating public transportation for regions and cities and lead to reduced service or higher fares. He therefore inquires about possible legislative solutions, potential financial compensation from the state, and the impacts on other public services. The Minister of Finance states that the problem stems from an earlier amendment; the ministry is currently analyzing it and will decide on the next steps after assessing the budgetary impacts.

Document 270 - Amendment to the Pension Insurance Act

Document 2nd reading Government Bill

Scope: Part One–Part Four; § 19a–§ 86a; pages 1–26.

The bill amends the pension insurance rules primarily to benefit older individuals and working retirees. It introduces an age-based pension increase starting at age 80 and every five years thereafter, instead of the current increase starting only at age 85; at the same time, starting in 2028, the increase in the old-age pension for additional gainful employment will be reinstated and automated. The law also explicitly allows pensions to be paid abroad in a currency other than the Czech koruna and stipulates that the recipient bears the costs of currency conversion. At the same time, it requires employers to resubmit data on working old-age pensioners so that these increases can be applied automatically.

President’s Opinion on Bill No. 90/0

Additional document 8 to document 90: Gov’t bill amending certain Acts in the area of public budgets - EU - RJ
Processed date: 22.07.2026 |Session 10
Additional document Approved

Scope: pages 1–4.

The president is returning the bill on changes to public budgets to Parliament, citing concerns that it would undermine the long-term sustainability of public finances and parliamentary oversight of budgetary processes. He criticizes, in particular, a new exemption that excludes spending on transportation, water, and energy infrastructure from spending limits, as well as the government’s ability to exceed the state budget by up to 10% in the event of a deteriorating security situation. It also identifies as problematic the weakening of the Chamber of Deputies’ role in budgetary oversight, including the elimination of certain interim reports and the limitation of the Budget Committee’s influence. According to the opinion, the law as a whole loosens fiscal rules too much and strengthens the government at the expense of transparency and oversight.

The MP criticizes possible discrepancies in the data regarding the number of vehicles involved and calls for a more active and transparent approach by the state in assessing advanced driver-assistance systems. In his response, the minister states that the Czech Republic will not yet adopt the Dutch provisional approval due to the ongoing European debate, unclear technical and safety issues, and a lack of independent data. The main implication is confirmation of the ministry’s cautious approach, with no set deadline for the potential recognition of the system in the Czech Republic.

Government Opinion on Print No. 238/0

Additional document 1 to document 238: Amendment to the Act on Public Holidays
Processed date: 22.07.2026 |Session 10
Additional document 1st reading

Scope: pages 1–2.

The document contains the government’s neutral position on a Senate bill that would designate August 28 as “Orel Day” among the country’s significant days. The government appreciates the effort to commemorate the persecution of the Orel organization after 1948 and to emphasize the values of democracy, freedom, and civic responsibility. At the same time, however, it points out that further expanding the list of significant days may weaken their symbolic significance and that the proposed day partially overlaps with existing commemorations of the victims of the communist regime. According to the government, the intended purpose can be achieved by means other than amending the law, such as through educational and commemorative activities.

In the event of repeated disagreement, the decision-making authority is transferred to the Ministry of the Environment following prior deliberation by the government, which changes the current procedure. Documents that have already been approved may be reconsidered within two years under specified conditions; the amendment takes effect on January 1, 2027.
