The amendment adds to the Energy Act more detailed rules for the introduction and operation of a capacity mechanism to ensure sufficient power in the electricity sector. It newly regulates the determination and payment of the price for the capacity mechanism, the roles of the Ministry, the Energy Regulatory Authority, the transmission system operator and the market operator, as well as the contracts concluded after auctions. At the same time, it introduces new obligations, offences and high fines for breaches of the rules and renumbers the provisions by inserting new paragraphs. These amendments are to take effect the day after their promulgation.

The amendment specifies that if the owner’s consent to the construction of a communication network is not provided for certain public land, this does not prevent the issue of a planning permission. In such a case, a special easement under Section 104a will not be created and the general procedure under Section 104 will apply. The proposal is intended to remove interpretative ambiguities, increase legal certainty and speed up the construction of electronic communications networks.
The amendment refines the rules on the European Arrest Warrant and temporary surrender between EU countries to bring Czech law into line with the European Commission’s requirements. It explicitly introduces the possibility of questioning a person in the Czech Republic, including by video conference, if temporary surrender is not allowed, and removes the fixed limit of 10 days for the length of temporary surrender, which is now to be based on an agreement between national authorities. It also sets out the procedure for the waiver of privileges and immunities and speeds up the law’s effectiveness due to the threat of EU proceedings and fines as well as the need for timely operation of the rules on electronic evidence.

DocumentDebated without a resolutionWritten Interpellation
The document contains a written interpellation from MP Olga Richterová to the Prime Minister regarding the use of a municipal apartment by Minister Zuzana Mrázová at a preferential rent and a call for her dismissal. The interpellation questions the transparency of the allocation of the flat, the possible favouritism of a public official and proposes stricter rules for the use of municipal flats by politicians. In his response, the prime minister denies wrongdoing, saying that the apartment was allocated in a standard way according to the rules of the city of Bílina, there was no conflict of interest and he sees no reason to dismiss the minister. He also states that the minister has already returned the apartment to the city.

DocumentDebated without a resolutionWritten Interpellation
The document contains a written interpellation by MP Jana Patková and a reply by the Minister of Labour and Social Affairs on the problems with the launch of the Single Monthly Employer Report. The interpellation highlights technical errors, high administrative burden and uncertainty for employers, while the Ministry claims that the system is basically functional, is being continuously corrected and sanctions are to be a last resort. The ministry also rejects sanctions against contractors and defends the extent of the data collected by arguing that it cannot fully replace the data already held by the state.

The proposal only corrects the effective date of the accompanying law on civil servants from the originally intended date to 1 January 2027. The aim is to align the effectiveness with the main law, as the two regulations form a single entity. The postponement is intended to avoid legal uncertainty and to give the authorities more time to prepare the changes.

ProposalApproved
The proposal only moves the effective date of the Civil Servants Act to 1 January 2027 instead of the previously proposed date. This is because of the need to safely prepare offices, personnel processes, internal regulations and IT systems for the major reform of the civil service. The postponement is intended to reduce legal and organisational uncertainty and align the introduction of changes with the regular annual systematisation.
The proposal changes the rules on radio and television fees and significantly expands the range of persons and entities that will not pay them. People over 75 years of age, holders of TP, ZTP and ZTP/P cards, dependent children and some providers of social and health services are to be exempted from the fees; at the same time, the non-payment threshold for entrepreneurs and legal entities is increased from 24 to 50 employees and the band for 25 to 49 employees is abolished. The proposal also amends the registration and penalty rules so that newly exempt persons and smaller entities do not have to register unnecessarily or are not penalised. The document also mentions foreigners marginally during registration and among the existing exemptions, but does not fundamentally change their regime. The law also contains provisions relating to foreigners and their rights or obligations.

The amendment adds a new authorisation for the Ministry of Defence to establish state contributory organisations for defence purposes to the Act on the Provision of State Defence. If these organisations provide health services to soldiers, they may, after consultation with the Ministry of Health, also provide care to other persons; it is explicitly confirmed that this will also apply to the existing military hospitals. The proposal also regulates the rules for the creation, modification and dissolution of these organisations and provides for the rapid effectiveness of this change.

The amendment tightens the control and penalties for incorrect recording of data on transport and technical infrastructure in digital technical maps. The Czech Office of Surveying and Cadastre is now to explicitly check whether the data are entered correctly in accordance with the law and implementing regulations. The offence is also extended to cases where data on physical infrastructure is not only not recorded, but is recorded incorrectly; the aim is to better enforce the obligations under the EU Gigabit Infrastructure Regulation.

The document asks the Chamber of Deputies to approve the ratification of the amendments to the Annex of the International Convention against Doping in Sport, in particular the new list of prohibited substances and methods for 2026. The Convention requires states to take administrative, financial and control measures against doping, to recognise sanctions, to promote education and also regulates the rules for therapeutic exemptions. It also includes the institutional and procedural framework of the Convention, including the role of UNESCO and the Conference of the Parties. Only editorial corrections to chemical terminology are reflected in the text, not changes to the scope of the prohibitions themselves.

The proposal amends the Chemicals Act to adapt to EU rules on mercury, in particular for dental amalgam. Manufacturers and importers will now have to notify the Ministry of the Environment of the quantity of amalgam and prove that it was intended exclusively for specific medical needs; the documents must not contain personal data of patients. It also introduces offences and fines of up to CZK 500,000 for failure to comply with these obligations. The amendment is intended to allow control of the limited use of amalgam from 2026 and to strengthen environmental protection.

The law increases the total parental allowance from 350,000 CZK to 400,000 CZK for the youngest children born or taken into care on or after January 1, 2027. Starting in October 2026, the rules for state social assistance benefits will change: the standard rent will be determined by district rather than by municipality category and may not decrease even if the number of household members increases. It also adjusts the counting of vulnerable individuals and the transition to the new rules, while repealing the previous notice on standard rent for 2026.

It adds a transitional provision whereby products manufactured or placed on the market before 27 September 2026 will be assessed as compliant with the new regulation for a period of 24 months for environmental claims and sustainability labels. The proposal thus mitigates the impact of the new rules on existing products and gives businesses time to adapt.

The amendment gives municipalities the possibility to increase the real estate tax on flats and family houses not used for long-term housing by a special local coefficient from 2.0 to 10.0. Long-term housing is not considered to be short-term accommodation; the municipality bases this mainly on whether the property is occupied, but the owner can prove actual occupation or a serious reason for non-occupation. The proposal also protects owners with exceptions for renovations, health or social reasons, inheritance proceedings, sale, long-term rental or technical unfitness. The modification is to be effective from 1 January 2027 and will apply for the first time for the 2028 tax year.
