The amendment adds tax support for long-term rental housing to the construction amendment. It introduces a new extraordinary deduction from rental income of 60% of eligible expenditure on repairs, renovations or energy improvements to a flat or house, up to a maximum of CZK 300,000 per property and CZK 600,000 per year. The deduction will only be available where the property is let for a longer period of time for residential purposes within 12 months, and is not short-term accommodation or a tenancy between connected persons. It is proposed to take effect from 1 January 2027 and cannot be applied retrospectively to earlier expenditure or previously incurred tenancies.

At the same time, it empowers the rapporteur to make technical legislative amendments without substantive change to the content.

The Economic Committee recommends that the law be approved with modifications that specify which short and on-site technical infrastructure structures are covered by the simplified regime. The draft also regulates the review of automatically generated permits: it introduces a five-day period for informing the applicant, limits the review to the party’s complaint and sets time limits of 15 days for the complaint and 2 months for the decision. At the same time, it explicitly maintains the requirements for conservation, environmental and preservation opinions, although the construction regime is otherwise simplified.

The proposal adapts Czech criminal legislation to the EU Regulation on the transfer of criminal proceedings between EU Member States from 1 February 2027. It determines which Czech authorities will decide on the transfer or transfer of proceedings, introduces the rights of the accused, suspect and victim to information and remedies, and allows for videoconference interrogations. At the same time, it clarifies the rules of the European Arrest Warrant, in particular on temporary surrender and immunity, and extends the possibility for Czech authorities to prosecute certain surrendered offences even where Czech criminal jurisdiction would not otherwise be available.

The amendments expand and refine the constitutional powers of the Supreme Audit Office over the management of the state, other public funds and selected legal entities. The proposals differ in the scope of the entities audited: from a broader version including entities established by law or predominantly controlled by the state to a narrower version for entities with exclusive state ownership. Other proposals change the scope of laws requiring the approval of both chambers, introduce the possibility of auditing even past performance and shorten the effective date to 15 days after promulgation.

This is a written interpellation of an MP to the Minister of the Environment over allegations of staff cuts, clientelism and wasteful use of money at the ministry. The Minister’s response states that 39 posts have been cut due to budget constraints, agendas have been reallocated and, according to him, there has been no weakening of activities. He also defends the creation of the new Climate Policy Unit and the Green Deal, the contract for personnel consultancy, saying that it has not yet been executed or invoiced, and closes the case of the employment of the Secretary of State’s son as a temporary solution without proven misconduct.

The proposal amends the Packaging Act to explicitly define the activities of an authorised packaging company as a service of general economic interest and to enhance consumer convenience when sorting packaging waste. It introduces stricter rules on the independence of the company from waste companies, limits shareholders’ ownership and prevents profiteering or speculative share trading. At the same time, it makes it compulsory to provide a denser network of collection points and allows administrative support to be provided to other collective schemes. The changes are intended to increase transparency, fairness of competition and environmental protection.

The amendment shortens the period for which an insurer can take into account cancer from 15 to 7 years after the end of treatment in the case of insurance linked to a consumer credit. The aim is to strengthen equal and non-discriminatory access to insurance and related financial services for people in long-term remission. The proposal is based on Czech health data and responds to inconsistent practices of insurance companies.

The amendment adds to the Rules of Procedure of the Chamber of Deputies an explicit obligation for Members to participate in debates sober and without the influence of other addictive substances. Violations would now lead to disciplinary proceedings, a possible fine of up to one month’s salary and immediate expulsion from the Chamber for the remainder of the sitting day, even without prior warning. The proposal thus tightens the rules of conduct for Members and is intended to enhance the dignity and smooth running of the House.

The amendment clarifies the Rules of Procedure of the Chamber of Deputies for the consideration of opinions on draft European Union acts. It removes the wording that it should be a “timely and” reasoned opinion and now explicitly refers to a reasoned opinion under Protocol No 2 on the principles of subsidiarity and proportionality. The aim is to clarify that this is a specific institution of European law and not a general reasoned opinion of the Committee.

The amendment adds a new regular item to the Rules of Procedure of the House, “Questions to Members of the Government” on Wednesdays or Fridays from 9 to 10 a.m. It introduces fixed rules for short oral questions by Members, their proportional distribution among the caucuses, time limits and the obligation for Members of the Government to answer in person. At the same time, it moves the start of Third Reading from 9am to 10am and imposes an obligation to answer in the absence of a Government Member at the next available time.

The amendment removes the fixed obligation for the government to submit a proposal for prior consent to a decision of an EU body to the House of Commons no later than the day it is notified to the national parliaments. The government is now to proceed only without undue delay so that the matter can be debated in time. The aim is to adapt the Rules of Procedure to the actual practice of debating European proposals and to remove a difficult deadline.
The amendment changes the effectiveness of the amendment to the Rules of Procedure of the Chamber of Deputies. The amendment was originally due to come into force at the beginning of the 11th parliamentary term, but will now not come into force until the first day of the constituent sitting of the 11th parliamentary term. The aim is to prevent changes to the rules “during the game”, to strengthen predictability and to give the House time to prepare for the new rules.

The amendment clarifies the rules for factual remarks in the Rules of Procedure of the Chamber of Deputies. It makes it clear that it can only be used during a debate for a procedural motion, a suggestion on the way an item is being debated or the correction of factual inaccuracies, not for substantive opinions. The aim is to limit the previous loose interpretation and to unify the practice of conducting debates in the Chamber.

The amendment tightens the rules for the siting of wind farms and strengthens the powers of municipalities. The approval of the municipal council will now be required for wind farms within a certain distance from housing areas; outside the acceleration area, this is generally 1 200 metres, within the acceleration area 900 metres. At the same time, the existing rule is changed so that a municipality or county can move the boundary of the acceleration area at least 900 metres from housing without the consent of the higher authority for wind areas. The amendment is to come into force before the main part of the law.

Proposal3rd reading
The amendment adds to Article 40 of the Constitution so that laws establishing Czech Television and Czech Radio are subject to approval by both the Chamber of Deputies and the Senate. This strengthens stability and broader political consensus when changing the legal status of public service media. It builds on the main proposal, which constitutionally strengthens oversight of the management of these institutions.

Proposal3rd reading
The amendment expands the range of laws that must be approved by both the Chamber of Deputies and the Senate. The new stricter regime is to apply also to the Constitutional Court Act and the Supreme Audit Office Act, while the existing text of Article 40 is merely reworded in a clear letter. The aim is to strengthen the stability and independence of the constitutional institutions and to make it more difficult for them to be weakened by a normal majority in the Chamber.
