The amendment regulates the collection, archiving and access to digital cultural heritage, in particular introducing web-based collection and electronic mandatory copies for selected non-periodical and periodical publications. The National Library acquires a new key role in the management of these databases, their accessibility in libraries and in the remuneration of the collectors. Publishers are obliged to submit selected electronic publications without technical protection or face administrative sanctions, effective from 1 January 2027.
The amendment supplements the rules for the discussion of the state budget in the Chamber of Deputies. If the Chamber returns the draft budget to the government for reworking with recommended changes, these changes must now comply with the statutory rules on total expenditure and expenditure frameworks. The aim is to remove ambiguity in the interpretation of the existing process and to align the House’s budget recommendations with the rules of fiscal responsibility.
The amendment amends the rules for debating the state budget and the state final account in the Chamber of Deputies. It abolishes the condition that the third reading of the budget can only start after the state final account has been debated, and now allows the new Chamber to finish debating the budget and related documents submitted in the last parliamentary term. At the same time, it introduces a fixed deadline of 30 November for the adoption of the State Final Account and explicitly allows for its consideration after the change of the parliamentary term.

Proposal3rd reading
The amendment extends and clarifies the constitutional competence of the Supreme Audit Office. It changes the definition of control from the management of state property to the management of the state as a whole and newly allows for the control of other public funds, recipients of public money and legal entities established by law or wholly owned by the state. At the same time, the originally narrow focus on Czech Television and Czech Radio is abandoned and replaced by a more general rule. The new SAO Act is also to require the approval of both the Chamber of Deputies and the Senate.

Additional document1st reading
The government does not agree with the proposal to introduce a new second reduced VAT rate of 6%. It states that the measure would reduce public budget revenues by more than CZK 8 billion a year, without the proposed compensation, and would complicate the VAT system and the practice of business and tax administration. In addition, the government says there is insufficient evidence that lower VAT will actually reduce prices for households, and the proposal is also insufficiently justified in terms of compliance with EU law. The government also rejects a quick approval because the change would require more time to adjust IT systems and classify goods.

DocumentDebate suspendedWritten Interpellation
The document includes an interpellation on how the government will mitigate the impact of rising energy and fossil fuel prices on vulnerable households if it does not transpose ETS2. The Prime Minister states that the government is discussing the possibility of drawing on the Social Climate Fund even before ETS2 and wants to help mainly through the New Green Savings Programme, interest-free loans, advice and direct subsidies for low-income households. At the same time, it reaffirms its support for renewables and points out that the final set-up of ETS2 and its price stability are still being worked out at EU level.

Scope: Part One–Part Five; § 35–§ 84; pages 1–4.
The Act establishes rules for the administration of elections and amends several election laws, particularly regarding the format of ballots and the use of electronic petitions. Under the new provisions, candidates in parliamentary and presidential elections will have separate ballots; voters will place a single, unaltered ballot in the envelope, and the vote count will be adjusted accordingly. Regarding election administration, a barcode for previewing the ballot is added, and the Ministry of the Interior must develop a tool for electronic petitions within 12 months. At the same time, the previous transitional rules are being amended: the original reference to the 2026 elections is being replaced by a general deadline for elections held on or after January 1, 2028.
The amendment repeals points 37 and 38 of the Government’s amendment to the Consumer Credit Act. This maintains the existing regulation on the invalidity of a contract in case of a breach of the obligation to assess creditworthiness and deletes the proposed addition according to which a contract would not be invalid if credit could be granted even if a proper assessment had been made. The reasoning states that the substantive assessment is already sufficiently addressed by the case law of the Supreme Court so that the law does not need to be amended.
The amendment restores the obligation to request the opinion of the expert organisation of the State Heritage Protection when defining the protection zone of cultural monuments. Compared to the previous amendment, which omitted this requirement, it is now reintroduced for municipal authorities with extended competence and regional authorities for national cultural monuments. The aim is to strengthen the professional quality of decision-making and the protection of cultural heritage.

Scope: Part One–Part Six; § 1–§ 36; pages 1–30.
Effective in 2027, the law introduces a new electronic sales record-keeping system for businesses, including online reporting, certificates, inspections, and fines of up to 500,000 CZK; certain preparatory obligations will take effect earlier. It defines numerous exemptions, including for public institutions, the financial sector, certain entrepreneurs with disabilities, vending machines, and selected services; a special rule applies to citizens of another EU member state on a short-term stay who have severe visual or hearing impairments. It also amends income tax and VAT laws, introduces a 1,400 Kč surcharge for certain flat-rate taxpayers exempt from registration, reinstates tax credits for students and child care, and adjusts employee benefits, tips, and certain VAT rules.
The amendment shortens the period after which an insurer may not take into account a cancer diagnosis when insuring a consumer loan from 15 to 6 years after the end of treatment. The aim is to strengthen consumer protection and reduce discrimination against people after cancer treatment when accessing credit insurance. The proposal justifies the shorter period by medical data, European developments and the fact that the EU directive only sets 15 years as a maximum limit.

The proposal modifies the amendment returned by the Senate to introduce mandatory reporting of imminent interruption or termination of the supply of medical devices and to expand the powers of the Institute and the Ministry of Health to deal with their unavailability. Manufacturers, distributors, importers and health service providers will be required to provide data on request, and the Ministry will be able to temporarily regulate the marketing, distribution, prescription, dispensing and use of devices by means of a measure of a general nature. The proposal also adds new offences and penalties for failure to comply with information obligations or breach of these measures. Electronic reporting is to be made temporarily via a form on the Institute’s website, and later via the medical device information system.

The Senate returns the amendment on medical devices to the Chamber of Deputies with amendments. The amendments mainly specify that a manufacturer established in the Czech Republic or its authorised representative should report interruptions or termination of supply to the Institute electronically via a form on its website, delete one original point of the proposal and modify related references in the sanction and procedural provisions. The Senate also adds a rule for the issuance and revocation of a general measure and proposes that the law take effect the day after its promulgation.

Processed date: 07.05.2026 |Session 10
Additional documentApproved
The proposal changes the rules for the minimum monthly assessment base for self-employed persons with a main activity so that instead of a gradual increase from 30% in 2024 to 35% in 2025 to 40% from 2026, it now sets a uniform 35% of the average wage. This reduces the projected financial burden on self-employed persons from 2026 onwards. At the same time, it regulates the refund of overpayments, the extinction of part of the advances and penalties due and the method of offsetting advances for 2026, including for persons in the flat-rate scheme.

Processed date: 07.05.2026 |Session 10
Additional documentApproved
The Senate rejected the draft amendment to the Social Security Contributions Act. The Senate rejected an amendment according to which the monthly assessment base for self-employed persons in their main activity was to remain at 35% of the average wage after 2025 instead of being further increased. The Senate also instructed three senators to justify this position in the Chamber of Deputies.
The amendment clarifies the transposition of the EU directive on consumer credit. It extends the application of the rules against unfair pricing to overdraft credit, removes the restriction to home loans for one provision only and changes the wording of the obligation for the provider to inform the consumer by means of a statement. At the same time, it aligns the law with the Payment Act and reduces the administrative burden on providers.

The amendment adds a tax measure to the construction reform: it introduces a second reduced VAT rate of 5% for selected construction and installation work in the housing sector, instead of the current 12%. It mainly concerns the construction, renovation and repair of flats and social housing and is intended to make housing cheaper and encourage legally invoiced work. At the same time, it modifies the technical rules of the VAT law and transitional provisions to ensure that the new rate is not applied retroactively. This change is proposed to take effect from 1 January 2027.
