The amendment introduces a special simplified regime for plug-in photovoltaic microgenerators, i.e. small “balcony” solar power plants. It allows them to be more easily installed and operated without a licence, without a connection contract and without the prior consent of the distributor, on the basis of notification only, provided that the technical and safety conditions are met. At the same time, it excludes this scheme for cultural monuments, modifies the rules for conservation zones and provides that grid overflows are not unjustified but do not give rise to a claim for remuneration. These changes are set to take effect from 1 January 2027.

The amendment extends the possibility to apply for an interim decision for energy infrastructure to all constructions, not only to the selected constructions. The amendment consists in deleting the word “selected” in Section 4d(1) of the Act on accelerating the construction of strategically important infrastructure. The aim is to align the procedure with transport, mining and carbon storage infrastructure and to speed up the permitting of energy distribution structures in particular.
The amendment extends the constitutional scope of the Supreme Audit Office beyond the control of Czech Television and Czech Radio to the possibility of auditing the management of international organisations of which the Czech Republic is a member. The SAO would only be able to carry out this control if the law provides for it and the rules of the organisation or international obligations allow it. The proposal is intended to strengthen the transparency of public funds at the international level, without giving the SAO sanctioning powers.

The amendment adds to Article 40 of the Constitution a law on legal entities providing public service in the field of radio and television broadcasting. The new law would therefore have to be approved by both chambers of Parliament, not just the Chamber of Deputies. The aim is to strengthen stability, legitimacy and broader political consensus in regulating the status of Czech Television and Czech Radio.

The amendments mainly change the rules on parental allowance. One version increases its total amount from CZK 350 000 to CZK 420 000 and introduces regular indexation, while another newly links it to the minimum wage; transitional rules are also added for ongoing entitlements. Another proposal regulates the payment of the allowance before birth and clarifies the obligation to provide proof of personal care after the birth of the child, otherwise the entitlement will retroactively expire on the date of birth.
The proposal amends several laws in the internal administration mainly to postpone some digitization obligations and to regulate the funding of the postal service. For the postal licence, it reverts the compensation rules to their previous form, in particular reducing the maximum annual reimbursement from CZK 2 billion to CZK 1.5 billion and changing advance payments to comply with EU rules. It also postpones the obligation of certified filing systems, the introduction of eLegislation for amending laws and the launch of the registry information system. Security forces and the Military Police are now exempted from the obligation to use a certified filing system.

The document asks for consent to ratify the new treaty between the Czech Republic and Germany on common state borders, replacing the existing 1994 and 1999 treaties. The border is not materially changed, but its course is now determined mainly by a list of coordinates and a map, while technical updates to the border documentation will be carried out by a joint commission without the need for each change to be re-approved by Parliament. The treaty also regulates the marking and control of the border in the field, the protection of border signs and some restrictions on landowners and activities near the border.

Existing provisions which were intended to end this support in the future are removed, so that it is no longer time-limited.
