The amendment provides for a change to the conflict of interest law related to the new law on civil servants. The originally proposed broad exemption allowing public officials to serve on the bodies of state-owned enterprises is replaced by a narrower regulation - it now applies only to deputy members of the government sent by the employer to the bodies of enterprises that are predominantly financed or controlled by the state. At the same time, a rule is introduced that they may not receive remuneration or a share of profits for this activity, only limited compensation of up to CZK 10,000 per year. The proposal also modifies the penalty provisions to make violations of these rules punishable as misdemeanours.

The amendment fundamentally changes the system of housing support by shifting the main decision-making powers from the contact points to the Labour Office of the Czech Republic, which will now keep records of persons in need of housing and electronic files. It specifies the conditions for inclusion in the register of persons without adequate housing and sets income limits for assessing eligibility. In addition to citizens of the Czech Republic, persons with asylum, subsidiary protection and certain foreigners with long-term residence or the right to equal treatment under EU law may also be eligible for registration. The Act also introduces a vulnerability score, the possibility of increasing support by up to 40%, extends the use of the housing support information system and regulates the control and competences of the Labour Office.
The amendment provides for changes to the Act on the Organisation and Implementation of Social Security in connection with the new Act on State Employees. It explicitly states that doctors of social security bodies and professional non-medical health workers assessing health and working capacity are not civil servants under this Act. At the same time, the originally proposed deletion of certain sentences is amended by replacing them with new rules allowing these workers to lead organisational units with civil servants. A proposed transitional provision that would have treated these workers as having passed the civil service examination is also deleted.
The amendment removes a provision that was intended to fix by law that the Secretary of State is entitled to a salary at grade 16. The remuneration of this post, like that of other civil servants, is to be determined by the job catalogue and the actual intensity of the activities performed, not directly by law. The aim is to maintain a uniform system of grading in the civil service. However, as a transitional measure, the Secretaries of State will remain at grade 16 after the transfer.
The amendment modifies the rules for remunerating a civil servant who cannot work due to a criminal prosecution. Instead of the current salary payment, a new salary replacement of 50% of average earnings, increased by 10% for each dependent up to a maximum of 80%, is provided for. If the employee is not finally convicted or the prosecution is not otherwise terminated in a manner that confirms guilt, the employee will be compensated up to the full amount of average earnings at the end of the proceedings. The period of absence shall be counted as work for leave purposes only if the employee has not been convicted.
The proposal amends the Waste Act so that municipalities with very low production of mixed municipal waste have a 10% lower mandatory target for the proportion of separated waste. It responds to situations where municipalities are effectively preventing waste (e.g. through home composting) and yet do not formally meet the legal sorting targets. A new annex is introduced with a formula and per capita limits on the amount of mixed waste that can be used to apply the reduction in the target; these limits will be progressively reduced. The law is proposed to take effect from 1 July 2026.
