Document 132 - Amendment to the Act on Capital Market Undertakings

Published date: 11.03.2026 |Processed date: 11.03.2026 |Session 10
Document 1st reading Senate Bill
The bill amends the Capital Market Undertakings Act to clarify the rules for investment intermediaries and to remove legal uncertainty in the application of European regulations. The key change is the replacement of the term “similarly” by “reasonably”, thereby reducing the scope of the obligations taken over from securities dealers. The law also clarifies that the European rules apply to investment intermediaries only if the law explicitly refers to them and takes into account the status of tied agents as independent entrepreneurs. The effectiveness is proposed from 1 January 2027.

Published date: 11.03.2026 |Processed date: 11.03.2026 |Session 10
Document Approved Senate Bill

Published date: 11.03.2026 |Processed date: 11.03.2026 |Session 10
Document 1st reading Senate Bill

Proposal 605 to document 67: Amendment to the Building Act

Processed date: 11.03.2026 |Session 10 |Submitters: Roman Kubíček
Proposal Approved
The amendment modifies the Energy Act to explicitly state that a heat connection, a transfer station and a heat network (or functionally separate parts thereof) are separate things in the legal sense. Compared to the existing regulation, the heat network is therefore now explicitly added, which may have separate ownership according to the individual parts. The aim is to remove ambiguities in case law and to strengthen legal certainty for owners and operators of heating infrastructure. A transitional provision provides that these rules also apply to installations built before the entry into force of the Act.

Processed date: 10.03.2026 |Session 10
Additional document 1st reading
The government has taken a disapproving stance on the MP’s proposal amending the Tourism Business Act and introducing the eTurista accommodation register. It points out that the purpose of the register, the scope of the data collected and the range of institutions with access to the data, including the possibility of using it for tax administration, are not sufficiently clarified. It also stresses the need for clear and automated transmission of data on foreigners accommodated to the Police of the Czech Republic and compatibility with the Foreigners Information System. It also criticises the possible increase in the administrative burden, the unresolved costs of the system and the legislative and technical shortcomings of the proposal.

Government Opinion on Parliamentary Document No. 104/0

Additional document 1 to document 104: Amendment to the Act – Education Act
Processed date: 10.03.2026 |Session 10
Additional document 1st reading
The government has issued a disapproving opinion on the MPs’ proposal to restrict by law the use of mobile phones in schools during school hours. According to the government, the current education law already allows schools to regulate phones through school rules and instead of a blanket ban, methodological support for schools is preferable. According to the government, the proposal contains a number of ambiguities and legislative errors, for example in determining which schools and pupils it should apply to, in defining exceptions for health reasons, and in defining teaching hours. The government also warns that the proposal may complicate the use of pupils’ own devices in lessons and place an unnecessary burden on schools.

Additional document 1 to document 103: Amendment to the Act on Electronic Acts and Authorized Conversion
Processed date: 10.03.2026 |Session 10
Additional document 1st reading
The Government has expressed its opposition to a bill that would automatically and free of charge set up data mailboxes for foreigners receiving social security benefits or pensions. It warns that the measure may discriminate against Czech citizens and some foreigners and may be in breach of EU law or international treaties. It also criticises the practical problems - the language barrier, the lack of technology for some foreigners, the complications of delivering access and the high administrative and financial costs. According to the government, the proposal is unsystematic, does not sufficiently analyse the impact and does not address a number of practical situations related to the registration and management of data boxes.

Document Debated without a resolution Written Interpellation
Petr Hladík MP interpellates the Minister of the Environment about plans to introduce PET bottles and cans in the Czech Republic. He points to the time pressure due to European legislation, according to which, without national regulation, the Czech Republic would have to accept less favourable EU rules. The Minister responds that the potential deposit system must meet the requirements of the EU Packaging and Packaging Waste Regulation (PPWR) and that the Ministry is preparing steps to align Czech legislation with this Regulation. The Government will only consider introducing deposit schemes if they demonstrate environmental benefits and do not disrupt existing municipal waste sorting systems.

Document 123 - Written interpellation of M. Moricová to L. Metnar regarding action against the surveillance proposal Chat Control

Published date: 05.03.2026 |Processed date: 05.03.2026 |Session 10
Document Debated without a resolution Written Interpellation
Moricová’s question concerns the government’s position on the EU’s proposed “Chat Control” regulation aimed at combating online child sexual abuse and its impact on privacy and encrypted communications. The Minister of the Interior states that the Czech Republic did not support the original proposal containing mandatory screening of communications, but at the same time supported the extension of the temporary exemption allowing voluntary scanning of content until 2028 so as not to create a legal vacuum. According to the Ministry of the Interior, the current compromise version of the Regulation no longer contains mandatory blanket scanning and does not contravene the EU Charter of Fundamental Rights or the Czech Charter. The document emphasises the desire to balance child protection and the right to privacy and describes the practical experience of the Police of the Czech Republic with child pornography reports.

Proposal Approved
The amendment extends the exemptions from the obligation to award sub-limit public contracts in a tendering procedure.
