The law modifies the deadlines and transitional rules for the introduction of the state social assistance benefit and shifts several key deadlines from spring to summer 2026 (e.g. the start of entitlement from April to July). The Labour Office now has until 31 July 2026 to decide on some applications submitted at the end of 2025. It also adds a link of this benefit to the subsistence and living wage system and makes related changes to the Social Services Act and other regulations. Some other changes take effect later, in 2026 and 2028.

Additional documentApprovedCommittee Resolution
The document is a resolution of the Budget Committee of the Chamber of Deputies on a bill amending the social security contributions and the state employment policy contribution, in particular in relation to self-employed persons. The Committee has temporarily suspended consideration of the bill until 30 January 2026. At the same time, it has set a deadline of 28 January 2026 for the submission of written amendments. The resolution is purely procedural and does not in itself alter legal obligations.
The bill explicitly regulates the form and use of the regional emblems and flags of Bohemia, Moravia and Silesia in the Czech legal system for the first time. It establishes their exact heraldic form and stipulates that they may be used in a dignified manner by anyone. The aim is to symbolically strengthen the historical continuity and significance of the lands of the Czech Crown without financial or administrative consequences. The law is due to come into force on 1 January 2027.
The Act expands the investment options of supplementary pension savings with the aim of increasing the long-term appreciation of savings for old age. It allows compulsory conservative funds to invest on a limited basis in shares traded on regulated EU and OECD markets, and participatory funds to invest in private equity and venture capital funds. At the same time, it introduces precise definitions of these funds and sets a strict limit whereby investments in private equity and venture capital can account for no more than 10% of a participating fund’s assets. The amendments are set to take effect from 1 January 2027.
The law technically regulates the related regulations to the new state social assistance benefit. It explicitly provides that the state social assistance benefit is not counted as income for the purposes of the subsistence minimum. It also postpones the entry into force of the already approved changes: the new minimum amount to 1 July 2026 and the changes in the scope of countable income to 1 June 2028. The aim is to simplify administration and ensure smooth implementation without impact on benefit recipients.

The document contains the government’s consenting opinion on the draft law which introduces 30 March as Czech Flag Day among the important days. The government supports the proposal and notes that it has no financial or social implications and does not establish a new public holiday. At the same time, it recommends considering a legislative technical modification of the name of the flag so that it corresponds to the constitutional concept of the ’national flag’. The opinion confirms that the proposal is ready for further legislative consideration.

Additional document1st readingGovernment Opinion
The government has taken a disapproving stance on the MP’s proposal to fundamentally change the Packaging Act and introduce a mandatory deposit system. It states that the proposal is not in line with the Government’s programme statement as no clear environmental benefits have been demonstrated and there is a risk of disruption to municipal sorting systems. It also criticises the absence of a wider professional and political debate and impact assessment. The government points out that it is preparing its own legislation in parallel, following the new EU Packaging Regulation.

DocumentApprovedInternational Treaty
The document submits to the Chamber of Deputies a proposal to approve the ratification of the treaty between the Czech Republic and Tanzania on the avoidance of double taxation and the prevention of tax evasion. The treaty regulates the division of taxing powers between the two countries for personal and corporate income, sets limits on withholding taxes and mechanisms for avoiding double taxation. The aim is to increase legal certainty for investors, promote economic cooperation and strengthen the exchange of information between tax administrations. The treaty has no direct impact on the state budget and does not require changes to the Czech legal system.

DocumentPresidentGovernment Bill
The law implements a wide-ranging transposition of the EU Intelligent Transport Systems Directive and makes it mandatory to provide up-to-date digital data on transport infrastructure and nodes across all modes of transport. It establishes central management and publication of data by the state and provides for a mandatory digital, machine-readable format, while emphasising the anonymisation of personal data. Administrative penalties of up to CZK 100 000 are now imposed for failure to provide or update data. The obligations will be phased in from 2026 and introduced nationwide from 2028.
The amendment to the Water Act introduces a uniform legal framework for systems of domestic wastewater treatment plants for up to 50 equivalent inhabitants, especially in smaller municipalities. It establishes clear rules for ownership, operation and the obligation of a professionally qualified person and regulates the rights of access to other people’s land during maintenance or breakdowns. It also extends state supervision and introduces new penalties, including fines of up to CZK 500 000 for operating without professional competence. The aim is to increase the protection of the water environment and the long-term sustainability of these systems.
The law fundamentally changes the conditions for entitlement to an old-age pension by shortening the required period of insurance from 35 to 25 years, which expands the circle of persons entitled to a pension from 2027. At the same time, it abolishes the already approved rule according to which the part of the pension corresponding to the so-called educational allowance was to be excluded from valorisation and maintains its full valorisation. The adjustments have a social impact especially on people with shorter working histories and parents, while pension expenditure is expected to increase gradually.
The amendment refines the definition of ecological damage, especially for water and biodiversity, to make the law more applicable in practice and clearly distinguish it from other environmental legislation. It strengthens the procedural rules for the imposition of preventive and remedial measures, including the possibility of state intervention and funding from the Fund if the originator is unknown. It introduces mandatory reporting and recording of risk assessments of operators and expands the range of offences and the level of penalties. It also unifies the remit of the Czech Environmental Inspectorate and clarifies the role of expert nature protection bodies.

Scope: Part One–Part Five; § 2–§ 144; pages 1–15.
The Act primarily amends the housing support system: it transfers a number of responsibilities from contact points to the Labor Office, repeals certain existing procedures and guidelines, and further digitizes the submission of applications, decision-making, and case management. At the same time, it expands the group of individuals eligible to apply for the registration of a need for support measures, including asylum seekers, recipients of subsidiary protection, and certain foreign nationals with residence permits, and introduces a priority procedure for particularly urgent cases, especially those involving domestic violence, for families with children, and for people experiencing homelessness. Significant changes are being made to housing registries and reporting requirements, while certain provisions and related government regulations are being repealed. Furthermore, the Labor Office’s jurisdiction in the area of housing support is being expanded, and a transitional period is being introduced for entrepreneurs in the field of counseling psychotherapy.

Additional document1st reading
The document contains the government’s dissenting opinion on the MPs’ draft amendment to the Act on Integrative Social Enterprise. The government points out that the law is only effective from 2025 and the changes are proposed without prior impact analysis. It criticizes that the declared reinvestment of profits is not actually ensured in the proposal and only allows for formal accounting compliance without real integration. The government believes that the system risks being abused to extract support without any real social benefit.
