The law amends dozens of regulations en masse to bring them into line with the new Civil Servants Act and replace the existing Civil Service Act. The main impact is the transition of civil servants from a service relationship to an employment relationship and the abolition of civil service institutes such as service offices, service regulations or service orders. At the same time, the powers of appointment of heads of authorities, the systematisation of posts and the transitional rules for staff in the institutions concerned are regulated. The amendments are largely technical and are intended to ensure continuity and legal certainty from 1 July 2026.

Document 76 - Bill on Civil Servants

Published date: 29.12.2025 |Processed date: 30.12.2025 |Session 10 |Submitters: Radek Vondráček, Renata Vesecká, Libor Vondráček, Zuzana Ožanová
Document Approved Parliamentary Bill
The bill fundamentally reforms the civil service by abolishing the existing civil service relationship and replacing it with an employment relationship under the Labour Code in order to increase the flexibility and efficiency of the civil service. It newly regulates the rights and obligations of civil servants, their remuneration, evaluation, training and selection, including the computerisation of personnel processes. A significant change is the possibility for persons with Czech, EU and EEA citizenship to perform civil service, provided they meet the conditions, including knowledge of the Czech language. The reform should reduce bureaucracy, increase the professionalism of the authorities and bring long-term financial savings.

Parliamentary Print 49/1 Government Opinion on Print 49/0

Additional document 1 to document 49: Amendment to the Act on Environmental Impact Assessment
Processed date: 24.12.2025 |Session 10
Additional document 1st reading
The Government’s opinion on the MPs’ draft amendment to the EIA Act is neutral, but contains fundamental reservations. The government points out that repeatedly extending the validity of EIA opinions up to three times for local Class I roads in metropolitan areas may weaken environmental protection, as the assessment may not correspond to the actual state of the territory. It also points to a possible contradiction with the requirements of the EU EIA Directive and the disproportionality compared to other similar legislation. It also points out that the proposed amendment is a transitional amendment inserted into a systematically inappropriate part of the law.
