The document is a resolution of the Committee on Social Policy regarding the government’s amendment to the Act on State Social Support. The text does not contain any amendments; it is a statement of support for the main proposal, including the increase in the parental allowance.

The amendment expands the original amendment to the Sickness Insurance Act and extends the deadline for taking paternity leave from the current 6 weeks to 1 year from the child’s birth or the child’s placement in the parent’s care. The duration of paternity leave itself remains unchanged at 2 weeks; only the period during which it can be taken is being modified. Special rules regarding the death of a child or hospitalization remain in effect. The new provision is also to apply to children born or taken into care before the law takes effect, provided that one year has not yet elapsed and paternity leave has not yet been taken.

An amendment to the bill on state social support removes the condition that a child under 2 years of age may attend a childcare facility for only a limited number of hours—120 hours per month—while receiving parental benefits. This amends the main bill so that, in addition to increasing the parental allowance, it also relaxes the rules on children’s attendance and reduces the administrative burden on parents, providers, and authorities. The proposal aims to make it easier to balance childcare and work. At the same time, it stipulates that the months prior to the law’s effective date will be assessed according to the existing rules, so that past periods will not be retroactively reassessed.

The amendment to the main bill does not change the total amount of the parental allowance, but it expands the options for drawing it more quickly. For parents with a sufficient daily assessment base, the monthly limit increases from 70% of thirty times the daily assessment base to the full thirty times; for parents of multiple births, it increases correspondingly to twice this amount. A transitional provision is introduced, under which the new rules will apply only from the month the law takes effect, with no retroactive effect on previous months. At the same time, it allows for a new choice of benefit amount to be made immediately after the law takes effect, without waiting three months from the previous choice.

The amendment extends the increased parental allowance to families with a youngest child or multiple births born or placed in foster care as early as October 1, 2026, instead of the originally proposed January 1, 2027. It amends the transitional rules so that no entitlement to retroactive payment arises for the period prior to the law’s effective date, but amounts already paid will be credited toward the new, higher total amount. If the current limit has already been exhausted, after the law takes effect, only the remaining portion up to the new limit may be paid out, provided other conditions are met. The proposal thus mitigates the disparity between families in very similar situations.

The amendment introduces automatic indexation of the parental allowance in line with consumer price growth so that, after the increase to CZK 400,000 starting in 2027, its value will not be further eroded by inflation. The increase is to be assessed as of January 1 each year, but only if prices rise by at least 1%; if the threshold is not met, inflation is carried over to subsequent years. The first possible increase is set to take effect on January 1, 2028, and the Ministry of Labor and Social Affairs will announce the result annually by September 30. The proposal does not change the group of eligible persons or the rules for claiming the benefit, but it may increase state budget expenditures.

The document contains amendments to the amendment to the Rules of Procedure of the Chamber of Deputies, which further regulate the organisation of meetings, debates, interpellations, the composition of bodies and budget deliberations. The proposals differ, among other things, on whether to tighten the rules on factual remarks and speaking time, introduce a new regime for the consideration of urgent business, penalties for the participation of a deputy under the influence of alcohol or for the repeated non-participation of government members in interpellations, and also change the names of some committees. Also included are changes to the Bill’s effective date, with proposals to delay it until 1 January 2027 or until 1 July 2029.
The amendment clarifies the rules for withdrawing from a distance financial services contract. It changes the wording from the more specific ‘button or similar control’ to the general ‘control’ so that the law is not tied to a specific technical solution. Consumer protection is not changed under the proposal, but the regulation is intended to be more technology neutral and less burdensome for businesses.

The amendment protects the Thursday time set aside for written and oral interpellations from being crowded out by extraordinary sittings of the Chamber of Deputies called at the request of Members. If such a sitting overlapped with this time, the proceedings must be suspended; an exception could be made only if at least 121 Members expressly requested it. The proposal thus strengthens the House’s scrutiny function vis-à-vis the government, while preserving the possibility of extraordinary procedure in the event of broad consensus.

The amendment adds to the Rules of Procedure of the Chamber of Deputies so that the daily sitting of the plenary will not normally take place during the autumn recess, including 28 October, and on the day of the half-year recess. However, the House retains the option of deciding to sit on these days. The motion concerns only the plenary, not committees or other bodies, and has no budgetary implications.

The amendment adds to the Rules of Procedure of the Chamber of Deputies so that the daily sitting of the Chamber of Deputies will not take place on the first and last day of school, unless the Chamber decides otherwise. The aim is to better balance the work of Members with family commitments and to increase the predictability of proceedings. The proposal concerned only the plenary, not committees or other bodies of the House, and had no budgetary implications.
The amendment merely postpones the entry into force of the amendment to the Rules of Procedure of the Chamber of Deputies until 1 January 2027.The aim is to preserve the predictability of parliamentary processes, legal certainty and to give the Chamber, committees and the administration more time to adapt to the new rules. The proposal therefore does not change the content of the reform, but the timing of its introduction.

The law increases the total parental allowance from 350,000 CZK to 400,000 CZK for the youngest children born or taken into care on or after January 1, 2027. Starting in October 2026, the rules for state social assistance benefits will change: the standard rent will be determined by district rather than by municipality category and may not decrease even if the number of household members increases. It also adjusts the counting of vulnerable individuals and the transition to the new rules, while repealing the previous notice on standard rent for 2026.

The Government discussed the Senate’s draft amendment to the Electoral Administration Act and other electoral laws and expressed its approval of it. The document is therefore the government’s consent position on the main proposal, which regulates the rules of election administration and related electoral procedures. The text itself does not contain further substantive changes beyond the main proposal.

The amendment adds to the Rules of Procedure of the Chamber of Deputies an explicit obligation for Members to participate in debates sober and without the influence of other addictive substances. Violations would now lead to disciplinary proceedings, a possible fine of up to one month’s salary and immediate expulsion from the Chamber for the remainder of the sitting day, even without prior warning. The proposal thus tightens the rules of conduct for Members and is intended to enhance the dignity and smooth running of the House.

The amendment clarifies the Rules of Procedure of the Chamber of Deputies for the consideration of opinions on draft European Union acts. It removes the wording that it should be a “timely and” reasoned opinion and now explicitly refers to a reasoned opinion under Protocol No 2 on the principles of subsidiarity and proportionality. The aim is to clarify that this is a specific institution of European law and not a general reasoned opinion of the Committee.

The amendment adds a new regular item to the Rules of Procedure of the House, “Questions to Members of the Government” on Wednesdays or Fridays from 9 to 10 a.m. It introduces fixed rules for short oral questions by Members, their proportional distribution among the caucuses, time limits and the obligation for Members of the Government to answer in person. At the same time, it moves the start of Third Reading from 9am to 10am and imposes an obligation to answer in the absence of a Government Member at the next available time.

The amendment removes the fixed obligation for the government to submit a proposal for prior consent to a decision of an EU body to the House of Commons no later than the day it is notified to the national parliaments. The government is now to proceed only without undue delay so that the matter can be debated in time. The aim is to adapt the Rules of Procedure to the actual practice of debating European proposals and to remove a difficult deadline.
The amendment changes the effectiveness of the amendment to the Rules of Procedure of the Chamber of Deputies. The amendment was originally due to come into force at the beginning of the 11th parliamentary term, but will now not come into force until the first day of the constituent sitting of the 11th parliamentary term. The aim is to prevent changes to the rules “during the game”, to strengthen predictability and to give the House time to prepare for the new rules.

The amendment clarifies the rules for factual remarks in the Rules of Procedure of the Chamber of Deputies. It makes it clear that it can only be used during a debate for a procedural motion, a suggestion on the way an item is being debated or the correction of factual inaccuracies, not for substantive opinions. The aim is to limit the previous loose interpretation and to unify the practice of conducting debates in the Chamber.

This is a resolution of the Guarantee Committee on the amendment on social services and benefits for people with disabilities. The Committee recommends the order in which the Chamber of Deputies should vote on the amendments at third reading and expressly supports Proposal B, while taking no position on the other proposals. The document itself does not substantively change the content of the law, but it regulates further parliamentary procedure.

This is a resolution of the Guarantee Committee on the amendment to the Act on State Social Support. The Committee recommends that the House of Commons vote on the amendments at third reading and then on the Act as a whole in the order indicated. It had taken a non-recommendatory position on Amendments A1 and A2, and had not taken a position on Amendment B; it had also instructed the rapporteur and the Chair to proceed.
The amendment supplements the rules for the discussion of the state budget in the Chamber of Deputies. If the Chamber returns the draft budget to the government for reworking with recommended changes, these changes must now comply with the statutory rules on total expenditure and expenditure frameworks. The aim is to remove ambiguity in the interpretation of the existing process and to align the House’s budget recommendations with the rules of fiscal responsibility.
The amendment amends the rules for debating the state budget and the state final account in the Chamber of Deputies. It abolishes the condition that the third reading of the budget can only start after the state final account has been debated, and now allows the new Chamber to finish debating the budget and related documents submitted in the last parliamentary term. At the same time, it introduces a fixed deadline of 30 November for the adoption of the State Final Account and explicitly allows for its consideration after the change of the parliamentary term.

The Act establishes rules for the administration of elections and amends several election laws, particularly regarding the format of ballots and the use of electronic petitions. Under the new provisions, candidates in parliamentary and presidential elections will have separate ballots; voters will place a single, unaltered ballot in the envelope, and the vote count will be adjusted accordingly. Regarding election administration, a barcode for previewing the ballot is added, and the Ministry of the Interior must develop a tool for electronic petitions within 12 months. At the same time, the previous transitional rules are being amended: the original reference to the 2026 elections is being replaced by a general deadline for elections held on or after January 1, 2028.
