Act from the Senate for Print No. 11/0

Additional document 7 to document 11: Amendment to the Act on Social Security Insurance Contributions – RJ
Processed date: 07.05.2026 |Session 10
Additional document Approved
The proposal changes the rules for the minimum monthly assessment base for self-employed persons with a main activity so that instead of a gradual increase from 30% in 2024 to 35% in 2025 to 40% from 2026, it now sets a uniform 35% of the average wage. This reduces the projected financial burden on self-employed persons from 2026 onwards. At the same time, it regulates the refund of overpayments, the extinction of part of the advances and penalties due and the method of offsetting advances for 2026, including for persons in the flat-rate scheme.

Processed date: 06.05.2026 |Session 10 |Submitters: Marian Jurečka

Proposal 1023 to document 124: Amendment to the Act on State Social Support – RJ

Processed date: 06.05.2026 |Session 10 |Submitters: Zdeňka Blišťanová
Proposal Approved
The amendment modifies the parental allowance before the birth so that there is no loss of support if the child is born in the month after the expected due date; in such a case, the benefit is also due for this intermediate month. At the same time, it amends the previous rule whereby a parent had to make a new application after the birth and provides for an automatic transition to the normal parental allowance. However, the parent must provide evidence of personal full-time and proper care of the child in time, otherwise entitlement will cease on the date of birth. According to the explanatory memorandum, the proposal does not increase the total amount paid or the state’s expenditure, but only changes the timing of payment and reduces administration.

The amendment merely postpones the entry into force of the amendment to the Rules of Procedure of the Chamber of Deputies. Instead of taking effect on the fifteenth day after its promulgation, the law is to apply only from 1 July 2029. The aim is to ensure that the rules of procedure do not change in the middle of a parliamentary term and only apply to newly elected Members.
